I believe it's a "sandbox"number. When u call it it says enter your voice URL to change this message. And when texting to it you can only text like stop, run, hello world, it doesn't respond to regular text but then you can switch over to legacy calling it's a way to avoid having your calls monitored by your provider your phone provider
