These calls are fake. Most of them originate from the Middle East. I saw a report on the news a few months ago. They shut down an entire organization in India.

Who Called: Computer generated message from (use robot voice) Officer Markus Brown, Criminal Investigations at IRS

Received a call from this number stating that there is a fraud and misconduct on my tax that I am hiding from the Federal Government. When I phoned back, they were completely unprofessional, didn't state the name of the organization I had just called but they called me by my name and then placed me on indefinite hold... I don't know how their scam works, didn't hold long enough to find out...
