It was Husky Health telling me that my family's benefits cards would be arriving soon.

They told me to call a 1-800 number. When I did so it tried to tell me I'd won a free Caribbean cruise.

This is the state-run insurance program, including (but not limited to!) Medicaid for low-income adults. When you go on state insurance, you agree to get periodic phone calls reminding you to do things like get a flu shot, get free diabetes screenings, make sure you have a primary care physician, etc. The calls are automated and usually every other month.
