I am sick and tired of these calls. How can we end it? the National No-Call service is way behind of technology

Received a call (10:42 a.m.)on my cell, while driving. I never use the phone while I am behind the wheel. Read the comments, I pressed call and the annoying signal came on that it was out of service. Imagine it's out of service in 14 minutes.
