Another post says the person calling wants you to say "YES" so they can record your voice and s**** charging items to you. When you complain that you never ordered these things,they play the recording of your voice saying "YES". It will be difficult to get these charges voided.

Got a caller ID from P3OPLE RSPNZ Sa****ay, 8/21/2010 at 7:45 PM. I did not pick up and answer but can see that others got the same call as I did. I am on the National Do NOT CALL LIST also. The FTC may be the better route to complain. The FCC sent me a letters saying previous nuisance call complaints were not illegal! What does do not call mean? The so called charities seem to be scams also. Let them send you a request in the mail. If they have your phone number, let them figure out your address!

Because most "little guys" were bankrupted by the criminal Wall St/Congress/Big Oil/Big Bankers/Big Business/Military/Robber Barons, so the desperate collection agencies are attempting to collect unpaid debts from innocent people by terrorizing them into submission.Word of advice. NEVER answer any calls you don't recognize or are not expecting. Use selective call rejection service if available, or switch to an Internet-based telephone service which provides comprehensive call rejection options. If rogue calls become chronic, turn off all the ringers on all of your phones except one, and set its volume to the minimum setting. If you don't answer the call and the caller is legitimate, they will usually leave a voicemail after the first or second try. Rogue callers never leave voicemail messages because that could be used as evidence a***nst them if it came to a lawsuit. If you receive a rogue letter in the mail warning you of some "collection" action a***nst you, if you don't actually owe it, reply with a short letter stating that you don't owe it. They called me twice today. I didn't answer and no message was left
Someone called me in Chicago using this number. All I got was "dowg"... which I thought might have even been an obscene phone call. Now I see others get a refers to "small dogs under 25 lb." So at least they were not calling me "dowg." When you call them back the phone does not ring. I have even an RCN operator try without success. At least I have company because there is a long list of complaints. Is there a way of blocking or removing their right to remain unreachable by people they have irritated?

They called me and I am also on the Do Not Call list. Caller ID says "P30PLE RSPNZ". (After the intial P, there are is a three followed by a zero.) They left a message that sounded like part of a recording, "Small dog under 25 pounds." That was the whole message.
