It was a **** call. Just voices in the background

I got a call from this number left a voicemail. Half of the message was unintelligible, sounded very generic. They repeated the call back number twice telling me to call back before they begin legal proceedings. Sounds like a scam to me, number should be investigated.

I believe this is from a social security scammer leaving a voice recording stating "you owe Criminal charges saying they were from social security and to call 210-787-1470." Social security DOES NOT call, they write letters. Scammers act like this. Please verify if this is a real government social security office number. Thank you.
