It's JobsRadar.com--a job search website. They are calling because you singed up on their website to look for work, and want to do a quick follow up. It's a NY number, but their job search works all over the country, and it's a free service.

Called 3 times in a row. I answered and no one spoke.

It is a job listing search. Just answer and twll them you do not want to be called a***n. They will never bother you a***n after that.
