This charge is from paying a bill online.  I paid my electric bill online and the payment goes through a company called Billmatrix or Bill Matrix.  They charge you $3.95 or $4.95 to get your payment to the company you're paying.  When you made the payment there was a statement where you agreed to pay the fee.  That's what's showing up on your credit card/debit card account.
