This is a telemarketer. It is also WCA as you have stated. I have had numerous calls from them and have no idea why they call.
Message said that since I was a member I was eligible for prizes, gift certificate, visa gift card etc. Would let me opt out, but fug 'em.

Receive call from 215-383-9764....Several times...No message was left....Receive call from 714-715-4002 Several times ...No message was left....
I missed a call from this number but when I called back the message said. "Thank you for calling WCA subscriber services. We are sorry we missed your call today...." and I ***g up. I suppose the original call to me wasn't important because I have no business with a company named WCA.
How is that helping anyone? This isn't the "what did you do when ###-#### called" database. It's WhoCallsMe - as in what person or en***y has dialed my number.
Voicemail was a recorded message from an IRS/tax help company.
