Phone rings no one on the line.

I received a call from this number at my home.  The person asked to speak with me and said they were calling from the Baton Rouge Police Department.  I wasn't home and they refused to give my husband any details, just saying it was concerning an important matter.  But when my I tried calling the number back, I got a recording saying I was calling from a number that has calling restictions or have called a number that cannot be reached.  I'm****uming it's a scam or telemarketing.  I've now placed my number on the "Do Not Call Registry".
