This is not a scammer or virus or anything like that. This number belongs to a service for secured foreign bank transactions. You can register your phone number to such a service, and when you transfer money e.g. somewhere in Europe using this service, they ask you for a pin number for security reasons. Now someone might have accidentally mistyped his number and entered your number, or you might have a new, recycled number from a former user who disconnected his line (but the number was still registered to this service), etc. Any ways, it's not harmful, whatever you get as pin number is so****ing someone else is probably trying to use for security reasons and for some reason you are receiving the text instead of him/her. If you get such a text, just delete/ignore it. But it certainly won't do any harm to you.
