Persistent calling twice per day—minimum. If you do not recognize a number and it is important that they contact you, they can leave a voice message or text. They believe they know who you are and even if you answer, they know you are a ‘live’ number. The simpest solution is do not answer.

Calls repeatedly from many different numbers, but never leaves a message.
