Call and want say anything if you call the number back want say anything

Robocall regarding health care enrollment. Same area code & prefix but last 4 digits c****e so blocking calls does not help. They will **** up if you ask what company they are with or ask for a supervisor. I am getting anywhere from 6 to 10 calls per day....how do I make this stop? Getting a whistle & hoping to break someone's eardrum so they'll go find another job!!!!
