Like the other comment said, whoever this person is, does use pictures of an African American woman to try to get you to send full body nudes to them. Luckily I stumbled upon the other comment before falling for it.

Probable catfish. Uses pics of a woman to get men to send pics of themselves for blackmail, or this is really a man that poses as a woman to get men to send him pics for his own enjoyment. Either way, scam likely.
