Most of the time they ca when I am driving or at work on the clock and can not answer.  However a couple of times they woke me up and I did answer and I had the same experience as you they ***g up whether I answered on the 1st ring or the 3rd ring.  They call my number several times each day.  They never leave a message so I have no idea who is calling.  But if they have heard my message they would know whether or not they know me so it shouldn't be a wrong number.

I answered and the caller disconnected.
