Like the other posters, this caller has called repeatedly over the last 5 days and waking us up all hours of the wee morning 4am on. We're on the do not call list as well and I've filed a complaint with them. Now we're having to block through our local phone co. I think it's a scam to get you to pay an online service to block the call and they are that service.

Got the calls at 3.25am and 6.15am Sa****ay morning as well as Friday night and Wednesday. I called verizon too, and got someone who unlike your verizon rep said he hadn't got any other complaints (!) The abusive call office isn't open until Monday morning. I went to the website level3.com and called the customer service line. They told me that it is definitely one of their client's phone numbers and put me through to the fraud dept. I spoke to a lady named Mary who said that she has received numerous complaints about them (she knew the phone# before I even gave it to her) and they are working with law enforcement and the "client" to get the calls to stop. She couldn't tell me who they were but****ured me that it will be resolved soon. I hope this info helps the rest of you exhausted people too.
