Scam caller. They leave a computer generated voice prompting the caller to hit “9” if you wish to be placed on a do not call list. That doesn’t do much good when you’re hearing that in a voicemail. Calling the number back from an app with a concealed number, it answers but a computer generated voice states they can only accept calls from numbers they dialed. Total phishing scam.
