Received solicitation automated solicitation call on my cell phone.  I have my cell # registered on the "do not call list".How/why am I receiving calls like this?

6:50 Am phone rings this is _______ from Wisconsin, call ...financial bla-bla. The caller ID says Chicago.  I called back and a different s***l, get a pencil and paper and you will see the genious in this plan...
