Called my cell this AM at 10:30 on July 13. No message, I tried to call back and got a "call can not be completed as dialed" response.

RoboCall from some credit card scammers. I'm on the federal do-not-call list and get several of these every day. It's almost as if these outfits comb that list for numbers to cll.
