Caller ID showed Fed Procurement. Left no message but called 3 times in a ****e of 5 minutes.

Identified self as Federal Procurement Office working to create a plan for the federal government. She admitted that she is not actually with the government but is making a plan to present to them to help small construction companies get small construction jobs without bidding. They will only speak further with the "owner" which was a red flag.
