Got 6 calls from this number in a single day before blocking it. Looked it up and found that it's a spam call from a correctional facility, so I blocked it.

Recorded message saying the call was a pre-paid call from someone at the Monroe Correctional Center and that I would not be charged for the call. I don't know anyone at the Monroe Correctional Center so I ***g up. They did not call back so I think they had probably misdialed and called me by mistake.
