Definitely a Scammer -- this number appeared on a poorly written email from FASTWAY SHIPPERS / LOGISTIC ANIMINAL CONTROL DEPARTMENT (or someone pretending to be them) explaining that the normal cat carrier was not sufficient for transport and there would be a $1999 to $4000 upcharge in order to deliver the kittens. They pretend 95% is a security deposit, but not falling for that. The original contract specifically said shipping was included in the $1700 fee for the two bonded kittens. The whole thing is a SCAM. Beware the names MR. Dollan Stevenson or Jefferson Nima (Jefferson?))l.
