I believe this is a spammer, or worse. I get texts from various phone numbers, this is just one number they use. They use my first name & texts sentences such as: “The last thing you want is to get pulled over without knowing about this regulation” Then there’s a link, but I’ve never clicked on one of them. I’ve texted “stop” back to them but nothing is texted back saying they unsubscribed me & I continue to get these texts, with various messages & links to click on.
