This is a scammer I talk to one of the insurance sales people. They said a "marketing company" calls the person. This company DOES NOT CARE if you are on DO NOT CALL LIST, as they are paid for each call that is "flipped" over to that insurance company/office. They use a not working phone number that they s**** onto CALLER ID.

It's possible that it's a health insurance company, they don't leave a message, but I filled out a form once month's ago about getting health care.
