I just saw this in my localphone.com history. I created accounts with localphone and IPKALL yes****ay. I suspect this could be an internal validation check by IPKALL to verify the number is actually being used.
I had the sameas Rob. Yes****ay I added an IPKall number and shortly after it was up I received 2 calls from 415-338-5516. I have added this number to the blacklist which drops them but not before answering the call so they get charged :-)

The accounts were just created yes****ay and added to my PBX yes****ay. Any more, I will have to reject calls from that number.I have never received a call to my own IPkall number from that number in the many months I have had it.
