I need to return the call or I can potentially end up being arrested.

Same as everyone else....robo call stating SS fraud call them for info before i go to jail. I did not call them back

They say that my social security number has been used fraudulently and to avoid arrest call them.

Said there was illegal activity in Texas using my SS# and that there was a criminal case against me. Indian voice answered phone each of three times. Very poor English. Had nerve to tell not to shout at him when I was naturally upset with news and the idea that there was a criminal case against me, supposedly.
