Same Dennis Quaid caller here. Indian accent. If you call the number, they use caller ID to get your name and address, and then armed with that info, they pick up the phone and try to extort money from you. Looks like they are using a burn phone and will move to another number in a day or so. I filed a fraud report with the US Treasury, but that won't do any good. I did call them and harassed them just for grins.....

Got a call at approximately 5:00 p.m. Eastern Time in which I didn't recognize the number so I allowed it to go to voicemail. Recording of a voice said "My name is Dennis Quaid and I am calling regarding an enforcement action executed by the U.S. Treasury. Your failure to return my call will be considered an intentional second attempt to fail to appear before a magistrate or judge. My number is 505-273-5352 and I suggest you call me as soon as possible to avoid criminal prosecution." Looked up area code and it is Albuquerque, New Mexico and the caller ID showed the number was "Wireless Caller." Recorded voice had a heavy accent that sounded to me as Middle Eastern.

Said his name was Dennis Quaid and there was important action to be taken in light of some decision from the US Treasury. The voice was not a native English speaker and was recorded.
