As Iphone user stated, a robocall saying the government is suing me. Spam for sure.

Three calls from this number so far today. It is a pre-recorded robotic call, in garbled English, delivered in a threatening tone of voice, pretending to be from the IRS, and claiming to have launched a lawsuit a***nst the recipient.
