These people call because at some point or another you didn't pay a bill. They have an automatic dialer that does not leave voicemails "because of privacy reasons". They have tons of different phone numbers they call from, and if you call any of them back you will get someone who answers the phone "Tek Collect". It is not a scam or spam, it's a collection agency.
