This number (516-537-7117, cell phone, NY) seems to be a New York based scam attempting to get your credit card information by offering you lower interest rates.   I've had three or four calls from these ****s.  I went along with the last call and they ***g up on me when I told them my credit card accounts were at limit.  They obviously want to target people with lots of account head room to steal from.  I have a registered "do not call" number and I've filed complaints for all the good it does.
