no one there call back busy

Same thing, answered the call, and then I hear click...

Got a call from this number this morning, it is the NYS Department of Higher Education...Student loans are due...yay.

Called this number from caller ID; call recieved 10-21-09, approx 12:15pm.  There was no message.  I tried to return call and only got busy signal despite repeated use of redial.  I am on the do not call list and if this is a bank, I resent them calling me and don't want them to do it any more.

Received call from this number two days in a row, same time in the morning. No message left, tried calling back and it was busy? What's the deal!? How did someone get my cell number?

they called and asked for a MR. Logner... I replied you have the wrong number which is true... I called back later and the line is busy...
