He states he is an agent with the Empowerment Program which infer the Federal Government. He wants to grant monies to people in need, but they need to pay a tax fee between $450 to $1000 and shipping costs prior to receiving the money. This is obviously a scam. Grants are tax free and will come in the form of a certified check or letter with instructions on how to acquire money via direct deposit into a bank account. They would never mail cash, or ask you to pay a tax on free money. Be Leary
