Idk if it’s a telemarketer or not but I believe there’s a small possibility that it’s a bill collector

This number calls continuously it fails to leave a voicemail and that tells me it’s a spammer or scammer because after all who has anything to lose by a simple message as to why they are calling you ?? Scam/spammers or bill collectors!!! And the bill collectors are calling me consistently for a decades old bill and continue to tag me on my credit report for that horrible time I first became disabled it’s much worse now and I’m tired of it I’ve had surgery after surgery after surgery while all the time getting these calls …I just haven’t a clue as to what I can do ??
