An offer to lower interest rates, but they are just trying to get credit card exp. and #, very cleverly. They know first few #'s for card based on visa or mastercard and you bank. Then they try to bait you to give complete #. I pressed caller and he ended up say "Get the F*** put of here"...with Indian accent...and ***g up on me.
