Tried to call back, told this number not in service

Number came up on my cellphone, I did not answer it, they did not leave a message. Did an internet search and it appears to be a credit card offer scam

Last chance to lower my interest rates, yards yadda yadda....

Automated voice telling me it is my final warning to lower my interest on my credit card. When I was connected to someone, I asked to be placed on their do not call list and he immediately ***g up on me. When I tried to call back, the number would not go through.
