Report the calls to the FTC and your phone company.  Your phone company should be able to see where the calls are actually coming from, you can also request a block of the number from calling you since it is obvious abuse they should not charge you to block the number.  If the FTC gets enough complaints with the time and dates of the calls and the phone numbers that are being called they can launch their own investigation and subpoena phone company records to try and trace the calls back to the original location.

That number doesn't exist, it is possible that someone is doing a prank to you if he is using Google Voice to mask his real number.
