Anybody know who / what this is?

Got a message from this number also about lowering my interest rate on a CC. I called back and got someone who said they must have dialed wrong.

Same story - message on my cell.  Talked to me last week, just getting back to me regarding my inquiry on lowering my credit card rates.  As low as 1.5%!  I can't wait to call them back and get scammed!  I suppose this tactic must have worked at least once in the past if they are still trying it.

I got a voicemail - on my cell phone - from this number, which tried to make it look like I had been trying to lower my interest rate on my credit cards.  "And since you were only making the minimum payment, this is just a great opportunity...."

I just got a call that a man said*****o and ***g up. It lasted 15 seconds.

Received a call with a "hello" then ***g up.  Strange called on a govt. phone.
