This is a trick to get around the "Do Not Call List". Most people have "Caller ID", and some call this number back. By calling the number back and that opens the door for the caller to say they have a "pre-existing relationship" with you because you called them. Now they are not in violation, of the "Do Not Call" regulation, once they have established the "pre-existing relationship" because you have called them.
