Perhaps to get information of whom the owner is and a scam under the pretense of giving you Grants from the Government. Probably a telemarketer used by NCO Financial to obtain information making their file on you more valuable. The credit card companies are allowed by law/contract to use telemarketers to find info about you. The DONOTCALL list doesnt apply here if you applied for a credit card and own them 60 days money past due.
