Got call today, missed call, they left no messageCalled it back, says "# cant be completed as dialed."

Does anyone know who owns this phone number?  I do not recognize the area code or number at all and when they call, no message is ever left.  In fact, they **** up when my answering ma****g picks up and this is quite annoying.  I'd like to give them a taste of their own medicine.
