In a very heavy foreign accent he says he is from the IRS (but does not give his name or other IRS identifying info) and wants me to confirm my name and other information. Sounds like a scam to me. IRS usually reaches out by mail not a cell phone number. Also sounded like there was a loud party going on in the backround
