I called the number back repeatedly and got different people. Sometimes it was the IRS, sometimes it was Social Security. The number is temporarily unavailable. They might have blocked me, or they might have gotten tired of the calls. Definitely a scam. Phone number is from Mass, where I recently was.

Threaten legal suit if I did not call them back. Did not say who they were

"Call us back so we can discuss your case and take necessary action". They threaten to take legal action if you don't call back.

Asked me to call back to discuss "my case". If I didn't call back they would be forced to take legal action.
