They ask for money on account for police department and their families and then the next call multiple times a day every day

Actually a charity, so exempt from no-call list. I donated 25 dollars to Washington State Police and s****ed getting dozens of calls each week from a large variety of state agencies. While the agencies are different, they use the same script pretty much word for word.
