This message is on my ma****e every week, sometimes 2x a week for months now to call Richard Martin with a very important message.  If it's so important, call personally - I have no outstanding debts so I refuse to call them back.

http://www.qarcollect.com/products_background.htm   it looks like they are a company who is hired out to investigate, so if they look up court records, etc, in general they find peoples info and call, only to fish more info out of you for their databases.  They just want to increase their databases so they can get people to pay them for info.
