No message and based on the other comment I say spammer.

I told the guy I've gotten a lot of these phone calls and I didn't have a business so please do not call me back. It didn't work because I continued to get the calls. Then after sear****g for a solution, I found another blog comment to call 866-246-7196. The person there said they provide this do not call request service for a small number of companies that call consumers that want to minimize complaints and save time not calling people who don't want to be called. It was quick and easy, just give the caller's phone number to verify it's on their list and the receiving phone number to add to the do not call list.
