Have no idea what call is about; they just call and call and don't leave a message. Richmond area in VA

No message. However, I have called REAL "FSA" organizations via direct contact...FSA Store, USDA Farm Service Agency and Federal Student Aid and NONE of them call people for solicitation. So, yeah, some Idiots are doing this.
