It is a SCAM claiming to raise money for Texas state troopers. TX attorney general is suppose to be investigating. Don't hold your breath. And DO NOT GIVE THESE GUYS ANY MONEY! They are using a random dialing ma****e which is why sometimes there is no one on the line. It is suppose to detect when a person says 'hello' and then connect to the con man, but sometimes the ma****e malfunctions or the stooge is away from the phone and doesn't pick up. When you see this number pop up on your caller ID, do not answer.
