I received a similar message from this number it is definitely a scam. I added it to my blocker folder

Scam-talking about the IRS!

Robot voice telling us that an arrest warrant has been issued for us because of a tax issue

Received call and message was left that the tax crime investigation unit had issued a warrant for my arrest. I'm a law abiding citizen that files taxes every year. I called the number and someone sounding like the were from another country s****ed asking me for personal information. When I pressed for more specifics before releasing any information, they put me on hold without saying anything. I think this was a scam
