This number has called me over thirty times in the last three days. I am unable to stop them from calling

We get a call from this number or from this area, everyday. Usually we don't even bother to answer, but when we do, noone says anything and then we get a recorded voice that says "Good Bye". If I try to call the number back I get a recording that says, this line is disconnected. How is that possible?
