They can be very annoying, please go to the website en***led "Fair Debt Collection Practices" to give you a good understanding on how to deal with these people. If you actually owe anything you are obligated to pay your debt. But the collection agency by law should FIRST provide you the name of the original debtor IN WRITING not via telephone or otherwise.

Yes it is a bill collector, you are not responsible to any collection agency regardless of what they try and tell you. If you did'nt do business with them in the first place you owe them no explanations concerning a debt.
